Captain Ivan Silva was born in Queens, New York and moved to Barranquilla, Colombia at the age of 6. He later moved to Miami, Florida at the age of 10 and graduated from Miami Sunset Senior High School in 1988. He possesses an Associate in Arts Degree in Criminal Justice from Miami-Dade College, and a Bachelor of Science Degree in Criminal Justice from Florida International University.

Captain Silva began his career with the Department in 1996 in South Operations and he has held numerous assignments throughout his law enforcement career, including School Resource Officer, Special Response Team member, Bike Patrol, and Departmental Firearms and Active Shooter Instructor. He was promoted to the rank of Sergeant in 2007, where he served in Central Operations as a road supervisor and Shift Commander.

Captain Silva has been the Department’s Police Information Officer (PIO) since 2008. Reporting directly to the Chief of Police, he is responsible for coordinating the flow of timely and accurate information between the police department and the media by providing external services, such as issuing press releases, handling public information requests, and providing interviews to representatives of the media.

Captain Silva is also responsible for processing all record expungements and maintaining the Department website and personnel files. He provides internal services to the agency by responding to the scene of newsworthy incidents and coordinating the interaction between the media and Department personnel. His function of PIO is an integral component of the day-to-day law enforcement operations of the Department, guaranteeing that the avenues of communication are consistently open among the agency, the District, the media, and the school community.
